In recognition of the fact that the Village performs services for utility operations of the Village, the Council may establish a portion of a utility department's receipts or a percentage of one or more of the individual utility receipts which shall be deposited in the General Fund account to pay those costs. Such payment shall be in lieu of taxes and may vary in percentage charged to the particular utility.
