The power of the municipality to levy taxes shall be subject to the limitation now or hereafter provided by the Constitution and general laws of the State of Ohio, and nothing contained in the Charter shall be construed as authorizing the levy of any taxes in excess of such limitations without a vote of the people; provided that this Charter shall not operate as a limitation upon the power of Mayor and Council to levy taxes upon such other subjects and for such other purposes as may be lawful under the Constitution and laws of the State of Ohio, nor shall the authority of the Mayor and Council to submit additional levies to a vote of the people under the authority of the Constitution of laws of the State of Ohio be deemed impaired or abridged by reason of any provision of this Charter.
