The Administrator shall be appointed by the Mayor in accordance with Section 4.02(A)(8) hereof, provided such appointment shall be subject to the approval of Council by a vote of two- thirds (2/3rds) of its members. The Administrator need not be a resident of the Municipality or the State at the time of appointment, but shall within six (6) months after appointment reside within the Municipality unless otherwise permitted by Council.
