SECTION 5.05 PERSONNEL.
   The Administrator shall:
   (A)    Unless otherwise provided by this Chapter, appoint, supervise, promote, discharge and discipline all employees of the municipality.
   (B)    Appoint, supervise, discharge and discipline all Departmental Superintendents and any Assistant Administrator, provided that any such appointments shall be subject to the approval of Council by a vote of two-thirds (2/3) of its members.
