1311.03 POWERS AND DUTIES.
   The Building and Zoning Commissioner shall:
   (a)    Administer Chapter 1313 of the Codified Ordinances and grant or deny the issuance of and revoke Certificates of Registration in accordance with the requirements thereof;
   (b)    Accept and approve plans and specifications, issue permits, make inspections and exercise all enforcement authority conferred by the Ohio Building Code, the Ohio Residential Code for One, Two and Three Family Dwellings, the Permanent Foundations Guide for Manufactured Housing and any other technical code adopted by Ordinance and issue Certificates of Compliance in conformity with the requirements of Section 1331.04 of the Codified Ordinances;
   (c)    Accept and approve plans and specifications, issue permits, make inspections and exercise all enforcement authority conferred by Chapter 1333 of the Codified Ordinances;
   (d)    Investigate allegations of nuisance and non-compliance with minimum housing standards established by Chapter 1335 of the Codified Ordinances and, in the event of a violation, issue a Notice and Order to the owner and occupant of the deficient premises in accordance with Section 1311.05;
   (e)    Accept and approve plans and specifications, issue permits, make inspections and exercise all enforcement authority conferred by Chapter 1337 of the Codified Ordinances;
   (f)    Investigate allegations of nuisance and non-compliance with minimum maintenance standards established by Chapter 1339 of the Codified Ordinances and, in the event of a violation, issue a Notice and Order to the owner and occupant of the deficient premises in accordance with Section 1311.05;
   (g)    Identify the existence of unsafe structures and issue an Order to Vacate or Demolish the premises in accordance with Section 1311.05;
   (h)    Accept and approve plans and specifications, issue permits, make inspections and administer Chapter 1341 of the Codified Ordinances and investigate allegations of nuisance and noncompliance with minimum maintenance standards established by Chapter 1341 of the Codified Ordinances and, in the event of a violation, issue a Notice and Order to the owner and occupant of the deficient premises in accordance with Section 1311.05;
   (i)    Accept, on behalf of the Rehabilitation Board of Review, applications for Certificates of Appropriateness filed in accordance with Chapter 1351 of the Codified Ordinances, review the sufficiency of the documentation and information filed in support of such application and make recommendations to the Board concerning the sufficiency of such information;
   (j)   Assure that all Certificates of Appropriateness required by Chapter 1353 of the Codified Ordinances have been issued prior to the issuance of any permit authorizing the construction, alteration or demolition of any structure to which such chapter applies.
