(a) No person shall interfere in any way with the side-ditch drainage along any street or alley. A person who has secured approval pursuant to Section 351.18 of the Traffic Code to locate, and pursuant to Section 905.11 to construct, a parking slab in the right of way between the right-of-way line and the street, may construct the improvement, provided that the improvement is completed in accordance with the directives of the City Engineer. The City Engineer shall prepare and publish regulations governing the alteration of side-ditch drainage areas. These regulations shall become effective when approved by the City Administrator.
(b) Unauthorized interference with side-ditch drainage, or the construction of such improvements without necessary permits, shall be punishable as provided in Section 905.99.
