905.11 CONSTRUCTION IN RIGHTS OF WAY; PERMIT REQUIRED.
   (a)    No person shall construct or reconstruct, or cause to have constructed or reconstructed, a sidewalk, driveway, parking slab or curb in a public right of way without first having obtained a permit from the City Engineer for the work. All contractors shall ascertain that a permit has been obtained for the work to be done. No permit shall be required where the improvement is directed by ordinance under the City Assessment Construction Program.
   (b)    A person who undertakes to make any of the improvements set forth in subsection (a) hereof shall secure the appropriate permit, perform the work for which the permit is granted in a workmanlike fashion and, in the process of completing the work, comply with all applicable City laws and regulations. With respect to the following particular improvements, these standards must be met:
(1)    New sidewalks. The person who undertakes the construction or reconstruction of a sidewalk in the public right of way shall complete the work in accordance with the plans and specifications prepared and published by the City Engineer and available at that office. Where appropriate, the drawings of the City Engineer shall include handicap access ramps.
(2)    Driveway construction. The person who undertakes the construction or reconstruction of a driveway, any portion of which is in the public right of way, shall, at least as to that portion, complete the work in accordance with the plans and specifications prepared and published by the City Engineer and available at that office.
(3)    Parking slab. Where permitted by Council, pursuant to Section 351.18 of the Traffic Code, a person shall construct or reconstruct a parking slab located in the public right of way in accordance with the plans and specifications prepared and published by the City Engineer and available at that office.
(4)    Curb cuts; access. A person who undertakes the cutting of an existing curb, or provides a private means of vehicular access to property, shall complete the work by the means and in accordance with the plans and specifications prepared and published by the City Engineer and available at that office.
