The Village Manager is authorized to dispose of all surplus personal property or equipment of the Village having an estimated value not in excess of ten thousand dollars ($10,000.00) in accordance with the procedures set forth in the Purchasing Manual adopted pursuant to section 9-24(b) of this code.
