Sec. 9-24. Manager's Authority For Purchasing And Tort Settlements:
   (a)   Purchasing: All contracts for public works or improvements not to be paid for in part or in whole by special assessment or special taxation involving an amount less than $25,000.00, and all purchases of supplies, and other contractual services of less than the estimated value of $25,000.00, may be made by the Village Manager, provided that the approval of such contracts and purchases are done in accordance with the purchasing manual adopted pursuant to section 9-24 (b) of this code.
   (b)   Purchasing Manual: The Village Board shall promulgate rules and procedures providing for the issuance of purchase orders and awarding of contracts which, purchasing manual and any amendments thereto shall be approved by resolution. Such rules and procedures shall be known as the Purchasing Manual of the Village of Deerfield and shall govern those persons to whom the authority to purchase and contract is delegated.
   (c)   Tort Settlements: The Village Manager, after first consulting with the Board of Trustees, is authorized to negotiate, settle and compromise any tort claims, actions or lawsuits made or asserted against the Village of Deerfield pursuant to a written settlement agreement approved by the Village Attorney that provides for or includes monetary payments of not more than $100,000.00 of Village funds.
