No person shall operate, conduct or maintain any dry cleaning establishment or any building in which a dry cleaning establishment is located in any manner not in compliance with the provisions of this article, the provisions and the standard of the National Fire Protection Association for dry cleaning plants in section 7-48 of this chapter.
