§ 93.01 CUTTING IN STREET OR ALLEY RIGHT-OF-WAYS, PERMIT.
   Except in the case of an emergency, it shall be unlawful for any person to enter upon the right-of-way of any platted streets or alleys or public grounds of the city and dig trenches for the purpose of laying, attaching, removing or repairing any pipe, line, utility or other underground fixture used for conducting, supplying or draining; or to dig trenches or make excavations in any street, alley, sidewalk or public place in the city, for any purpose whatever; or to injure, destroy or deface any improved street, alley, sidewalk, crosswalk or other public property; or to alter or change the established grade of any street, alley, sidewalk, crosswalk or public place in the city, without first obtaining a permit from the Building Department as provided in § 93.02 of this chapter, and paying the permit fee as set out in § 93.03 of this chapter. Cutting of paved areas shall only be allowed at the discretion of the Building Department after consultation with the Street Superintendent and City Engineer it being the policy of the city to utilize directional boring where practical.
