Before any person, firm or corporation shall enter upon any of the streets, alleys or public grounds of the city, and dig any trenches, make any excavations, or make any improvements which require cutting pavement, they shall first make application, in writing, to the Building Department of the city, setting forth when and where such excavation or trenches are to be made, or grade is to be changed, and receive a permit.
