Sec. 2-473. - Powers, duties generally.
   The housing commission shall have all the powers and duties vested or permitted to be vested in housing commissions by Act No. 18 of the Public Acts of Michigan of 1933, Extra Session (MCL 125.651 et seq., MSA 5.3011 et seq.), as amended, and any laws enacted which are supplemental thereto, it being the intention of this section to vest in the housing commission all powers and duties permitted by law.

Sec. 2-474. - Meetings; organization; etc.
   The housing commission shall meet at regular intervals, such meetings to be public. It shall adopt its own rules of procedure and shall keep a record of the proceedings. Three members shall constitute a quorum for the transaction of business. A president and vice-president shall be elected by the commission. The commission may appoint a director who may also serve as secretary, and such other employees or officers as shall be necessary. The commission shall prescribe the duties of all its officers and employees and may, with the approval of the appointing authority, fix their compensation. The commission may from time to time as necessary employ engineers, architects and consultants.

Sec. 2-475. - Funds.
   Funds for the operation of the housing commission may be provided by the city council, but the commission shall as soon as possible reimburse the city for all monies expended by it for the commission from federal subsidies and from revenue received from the sale of bonds.

DIVISION 7. - HISTORIC PRESERVATION COMMISSION
Sec. 2-476. - Short title.
   This division shall be known as the "Historic Preservation Commission Ordinance" of the city.

Sec. 2-477. - Purpose.
   The purpose of this division is to:
      (1)   Safeguard the heritage of the city by preserving districts that reflect elements of its cultural, social, economic, political or architectural history, and to preserve historic landmarks.
      (2)   Stabilize and improve property values in such districts.
      (3)   Foster civic beauty.
      (4)   Strengthen the local economy.
      (5)   Promote the use of historic districts for the education, pleasure and welfare of the citizens of the city, and visitors to the city.

Sec. 2-478. - Exception.
   The provisions of this division shall not apply to the historic district designations in effect on the date of enactment of this division. For reference, the historic districts not covered by this division are:
      (1)   Springwells Park Historic District; and
      (2)   Ford Homes Historic District.
