In addition to, or in lieu of, the complaint procedures set forth in sections 1-11-14 and 1-11-15 of this chapter, the city council or the city administrator may refer any possible violation of this chapter to the city attorney for prosecution under the general penalty provisions of this code, to the state attorney's office for prosecution or to the board of fire and police commissioners where appropriate.
