(a) Credits for Initial Appointments. The following credit points shall be added to the passing competency examination scores of initial appointment applicants:
(1) Ohio Peace Officer Training Certificate. An additional credit of five points shall be given to all applicants for initial appointment in the Police Department if the applicant has a current, valid certificate issued by the Executive Director of the Ohio Peace Officer Training Council pursuant to Ohio R.C. 109.75, as amended. Proof of possession of the aforesaid certificate shall be submitted by the applicant at the time of application under Section 246.04 of this chapter. If the applicant for the Police Department is eligible to receive such credit, the applicant shall have maintained said certificate in good standing between the time of his or her application and the time of his or her appointment, to maintain his or her entitlement to the credit.
(2) Education Credit for Fire Department. An additional credit of five points shall be given to any applicant for initial appointment in the Fire Department who has attained an Associate's Degree in the field of Fire Technology from a certified full-time college or university.
(3) Credit for Part-Time Employment with the Village. An additional credit of one-half point for each year of continuous service as a part-time Village firefighter, up to a maximum of eight points, shall be given to any applicant for initial full-time employment in the Fire Department who, immediately before applying for initial full-time employment in the Village Fire Department worked for at least one year as a part-time employee of the Village Fire Department. For the Police Department, an additional credit of five points shall be given to any applicant for initial appointment to the Police Department if the applicant has worked continuously as a part-time police officer in the Police Department in the each of the twenty-four months immediately preceding the evaluation of candidates for initial appointment.
(4) Military service. An additional credit offive points shall be given to all applicants for initial appointment who can show proof of honorable discharge from service in the uniformed services. “Uniformed services” shall mean the United States Armed Forces (Army, Navy, Air Force, Marine Corps and Coast Guard), the Army National Guard and the Air National Guard, the Commissioned Corps of the Public Health Service, and other categories of persons designated by the President of the United States (or Governor of a state in, or territory of, the United States) in time of war or national emergency. Proof of possession of the aforesaid certification shall be submitted by the applicant at the time of application under Section 246.04

(5) Maximum Credits Available for Initial Appointments. There shall be a maximum of ten credit points added to the passing competency examination scores of initial appointment applicants.
(b) Credits for Promotions. Applicants for promotion to the position of Lieutenant in the Police Department shall receive on the written portion of the examination, one credit point for each year of service from the fifth year of service to the twenty-fifth year of service, with a maximum of 20 points allowed. After consultation with the Village Administration and staff, and after due consideration of a candidate’s performance during an individual interview, the Mayor may award up to five total administrative points to the scores of the applicants for promotion. The five administrative points may be allocated among the candidates as the Mayor chooses.
