(a) A building permit shall be obtained from the Building Commissioner before proceeding with any excavation for, or the construction, alteration, repair, moving or demolition, of any building or appurtenant structure.
(b) A permit shall be obtained for signs, electrical work, plumbing work, heating appliances and any other equipment installation that is regulated by this Building and Housing Code.
(c) A permit shall also be obtained for any retail, commercial or industrial parking lot area, and such permit shall be approved in the manner prescribed in Section 1442.02.
