(a) All applications for new industrial, commercial, retail or public building permits, and all data and documents in support thereof, shall be submitted by the Building Commissioner to Council for its approval at the next ensuing meeting, together with a copy of his or her report and recommendations with respect to such applications.
(b) All applications for industrial, commercial and retail building permits, when required by the Building Commissioner and Fire Chief, shall contain information concerning the industrial processes used or contemplated to be used by the applicant. Said application shall further disclose all chemicals and hazardous materials used or contemplated to be used by the applicant as well as all environmental permits obtained or contemplated to be obtained by the applicant. When possible, the applicant shall further disclose other locations where the process is currently being used. When so designated by the applicant, all information contained on the application for the building permit shall be considered privileged and confidential information which shall not be made public.
(c) Council shall examine each application and the plans and specifications submitted therewith to determine whether the proposed structure is fully in accordance with the provisions of these Codified Ordinances. If the application shows that there may be some zoning question involved, Council shall refer the application to the Board of Zoning Appeals for its consideration.
