(a) A three-person Review Committee shall be created for each Police Department entrance and promotional examination administered, and shall consist of: (1) the Mayor, (2) the Chief of the Fire Department, and (3) the President of Council in the case of the Police Department. The Review Committee shall be formed prior to the date of the administration of the competency examination.
(b) The outside examiner(s) chosen by the Mayor shall score the written portion of the professional competency examination and assign a pass/fail grade to the physical ability examination, if applicable.
(c) The panel interview, if applicable, shall be scored pursuant to an independently established scoring procedure. For initial appointments in the Fire Department, the panel interview may be conducted by: (1) a shift officer designated by the Chief, (2) a representative of an appropriate outside entity tasked with interacting with the Fire Department, as designated by the Mayor, and (3) the fire chief of another agency as designated by the Mayor.
(d) The Review Committee shall then add all applicable credits, pursuant to Section 246.09 of this chapter, to the professional competency examination score of the remaining eligible applicants, creating a total point score. After the credits have been applied, the Review Committee shall prepare a list ranking the applicants, from highest to lowest total point score. In the event that two or more applicants receive the same total point score, including credit points, priority shall be determined by lot. The Review Committee shall then certify the list as the eligibility list for the applicable position in the Police or Fire Department.
(e) This eligibility list shall be immediately posted by the Village Administration at the Village Hall and in the Police or Fire Department, as applicable. The final results of all examinations and calculation of credits shall be kept on file in the office of the Mayor.
