(a) The Village shall create a list of persons eligible for new hire positions within the Fire and Police Departments when the Village determines a need for an original appointment eligibility list. A list of persons eligible for promotions within the Fire and Police Departments may be created when there is a vacancy or a vacancy appears imminent in any rank that is to be filled by promotion, except for the positions of Police Chief and Fire Chief. Eligibility lists shall be created through the application, examination, ranking, and selection process set forth in this Chapter 246.
(b) Eligibility lists shall be effective only for the department for which the list was originally created. The eligibility list shall become effective upon posting of the list by the Village Administration, pursuant to Section 246.08, and shall remain in effect for a period of one year or until a new eligibility list is posted, whichever occurs earlier. Council may extend the effective date of any eligibly list through legislative action.
