(a) There is hereby created a fund to be known as the Juvenile Diversion Program Fund, a special revenue fund, for use by the Chief of Police and the Juvenile Diversion Officer, to operate the Village Diversion Program, to be appropriated in and included as part of the annual appropriations for Special Revenue Funds.
(b) The Chief of Police and any person authorized by him or her, in writing, shall have sole custody of and jurisdiction over the Juvenile Diversion Program Fund.
(c) The Chief of Police and any person authorized by him or her shall account for expenditures from the Fund by delivering to the Clerk a complete and adequate written report of the receipts ands expenditures of the Fund, together with a description of the purpose of the expenditure.
