242.05 CHARGES FOR USE OF POLICE CELLS.
   (a)   Any person permitted the use of the police cells in the Police Department shall be chargeda reasonable rate per day or part thereof for each use.
   (b)   The Mayor shall have authority to waive the foregoing charges under such terms and conditions as are reasonable and proper.
