(a) The Police Department shall have a complement of not more than 15 officers, consisting of the Chief of the Department, Deputy Police Chief, three Lieutenants (first line Supervisors), and not more than ten full-time patrol.
(b) The Police Department may also include such number of part-time police officers as may be appointed by the Mayor at the request of the Police Chief for good cause shown. All part-time police officers shall be required to maintain in good standing a State license certificate. No part-time police officer shall work more than 400 hours in any six- month period, unless, for good cause shown by the Police Chief, the Mayor extends the number of hours that a part-time police officer may work beyond the 400-hour limit.
(c) In the event that the number of members of the Police Department shall hereafter be reduced, the reduction shall be made in the inverse order of appointment and qualification of the different classes of members of the Department.
(d) Northeast Ohio Regional Sewer District Safety and Security Auxiliary Police Unit.
(1) Pursuant to R.C. § 737.161, an auxiliary police unit known as the Northeast Ohio Regional Sewer District Safety and Security Auxiliary Police Unit is hereby created. The Mayor may make appointments to said unit consistent with R.C. § 737.161.
(2) Pursuant to R.C. § 737.16, and independent from the authority set forth in R.C. § 737.161 and division (d)(1) of this section, the Mayor may, subject to confirmation of Council, appoint police officers and special police officers so that those officers may hold the commission requisite for the officer to serve as a peace officer for the Northeast Ohio Regional Sewer District.
(3) Nothing in this division (d) shall be construed as conferring or infringing upon the rights or responsibilities of the members of the Police Department described in division (a) of this section. Nor shall any individual appointed pursuant to this division (d) enjoy any rights or benefits afforded to members of any bargaining unit whose members work in the Police Department. For the avoidance of doubt, the purpose of this division (d) is purely to provide the Northeast Ohio Regional Sewer District’s law enforcement personnel who have been certified by the State of Ohio as Peace Officers with the commission requisite for those officers to continue to perform law enforcement functions for the Northeast Ohio Regional Sewer District.
