305.02 AMENDMENTS.
(a) Except as otherwise provided herein, amendments to the Traffic Control File shall be made by legislation passed by Council. Upon the effective date of such legislation and upon the erection of lawful traffic control devices giving notice thereof, amendments shall be in full force and effect. All such amendments shall be recorded on the official Traffic Control File.
(b) Notwithstanding any provision herein to the contrary, fire lanes shall be designated as such by the Fire Marshal in accordance with the procedures set forth in the laws, rules and regulations of the State of Ohio.
(c) Notwithstanding any provision herein to the contrary, the Mayor, as Director of Public Safety, may promulgate such regulations in the control of traffic as are consistent with the needs of public safety as provided by Ohio R.C. 737.022. Such regulations shall be issued as executive orders and shall be enforceable upon delivery to the Chief of Police for inclusion in the traffic control file and the posting of appropriate signage. Orders issued pursuant to this section shall remain in effect for a period not to exceed thirty days.
(d) Notwithstanding any provision herein to the contrary, the City Engineer may promulgate such regulations in the control of traffic as are consistent with the needs of public safety during the construction, reconstruction, repair or replacement of any street, highway, alley, sidewalk, or any other public way. Such regulations shall be issued by the City Engineer and shall be enforceable upon delivery to the Chief of Police for inclusion in the Traffic Control File and the posting of appropriate signage. Regulations issued pursuant to this section shall remain in effect for the duration of the construction, reconstruction, repair or replacement. The City Engineer shall notify the Chief of Police when work is completed, at which time the regulations shall be deleted from the Traffic Control File and the signage brought into conformity therewith.
