151.07 ATTENDANCE AT TRAINING SCHOOLS; PERIODICAL SUBSCRIPTIONS.

   (a)    Council hereby directs and authorizes that in-service training schools and organi zations relating to municipal affairs may be joined and attended by elected officials, official board members, administrative officials, department heads and employees of the City at the expense of the City and with the approval of the proper department head and the Mayor, provided that a certificate as to the availability of funds is made by the Director of Finance to cover such expense.

   Subscriptions to various periodicals, trade journals and magazines relating to municipal affairs may be purchased by the various departments of the City, provided approval is made by the department head, with the proper availability of funds.

   (b)    Authorizations provided by subsection (a) of this section do not cover organizations of a professional or personal nature.
