1333.01 FENCING RESTRICTIONS.
(a) The word "fence" as used herein includes walls, railings and any other structure and any other physical condition which shall be used to prevent intrusion into or straying from within.
(b) Fences shall be limited as to height and kind of material and shall be located as hereinafter provided, in accordance with the zoning classification and Building Code, par ticularly in reference to yard areas and restrictions, and shall be provided for the protection of the public during the construction of buildings or structures and the excavations for such buildings or structures.
(c) Fences shall not contain any barbed wire except as provided in Section 1142.05 or rough or sharp protrusions more than two inches above the ground or supporting area on any part except as hereinafter provided.
(d) Fences shall be constructed in accordance with good engineering practice and shall be maintained in good condition and shall be constructed to withstand a design wind load of twenty pounds per square foot and to withstand any load which may be superimposed, and shall be secured to the ground or supporting area in a substantial manner.
(e) Swimming pools, wading pools, wells or other permanent excavations shall be enclosed by a fence or other barriers not less than five feet in height, and shall be so constructed as to prevent intrusion and in accordance with Section 1333.02
.
(f) Fences shall not be used as an enclosure of materials in violation of City ordinances.
(g) Fences constructed around junk yards shall be of solid construction not less than six feet in height.
(h) Fences enclosing school grounds, parks or playgrounds may be constructed to a height of eight feet if first approved by the Board of Zoning Appeals after a public hearing and provided that such fence will serve a useful and necessary purpose, and that the necessary steps are first taken to preserve the character of the neighborhood. (i) The provisions of this section shall not apply in the R-1 Zoning District.
