931.04 BENEFIT UNITS.
The units of benefit to be assigned to properties tapping into the sanitary sewerage system for the purpose of calculating the amount of the tap-in fee fixed by Section 931.04 shall be determined as follows:
(a) Each single-family residential unit shall be assigned one benefit unit.
(b) A multi-family residential or nonresidential building, structure or other facility shall be assigned such number of benefit units or portions thereof to the nearest one-tenth as is arrived at by dividing the average daily flow of sewage from the structure to be served by 400. Such average daily flow shall be determined from the "Suggested Sewage Flow Guide" as set forth in the publication entitled "Water Supply, Sewage and Sewage Treatment for Public Buildings in Ohio", published by the State of Ohio Department of Health in 1964, which guide is attached to Ordinance 184-1967 as Exhibit "B" and incorporated herein by reference.
(c) A nonresidential building, structure or other facility, the daily flow of which is not set forth in "Suggested Sewage Flow Guide", attached to Ordinance 184- 1967 as Exhibit "B", shall be assigned such number of benefit units or portions thereof to the nearest one-tenth as determined by the Director of Public Service who shall review the preliminary plans of the building, structure or other facilities together with other pertinent information, and, based upon accepted engineering practices, determine the anticipated daily quantity of sewage to be delivered from such building, structure or other facility to the sanitary sewer system. This quantity divided by 400 shall be the number of benefit units assigned.
