§ 53.04 EXISTING RESIDENTIAL SUBDIVISION.
   (A)   A distribution system in an existing residential subdivision in the city or the surrounding area shall be placed underground, if possible. The owner or developer of such subdivisions shall be required to make a contribution in aid of construction to the utility in an amount equal to the sum of the amount determined by the Electrical Supervisor for the construction.
   (B)   If underground electrical services are to be installed, the city shall provide at its cost, services and maintenance to the meter and shall provide the meter and metering devices. The developer or customer shall be solely responsible for all services and costs after the meter or load side. If overhead electrical services are to be installed, the city shall provide at its cost, services and maintenance to the point of attachment. The developer or customer shall be solely responsible for all services and costs after the point of attachment.
   (C)   Existing overhead residential, commercial and industrial electric distribution and service lines provided by the city shall be replaced with underground facilities at the option of the affected customer or customers. Before construction is started, the customer shall be required to pay to the city the actual costs of converting to underground service, plus the costs of removal of the overhead service, and also pay an amount equal to the estimated costs, including but not limited to, the costs of breaking and repairing streets, walks, parking lots, driveways and landscaping.
