(A) Whenever the City Council is of the opinion that it is to the best interest of the water system to construct a water main extension without requiring strict compliance with § 18-107, the extension may be constructed upon the terms and conditions as shall be approved by the majority of the members of the City Council.
(B) The authority to make water main extensions under § 18-107 is permissive only, and nothing contained therein shall be construed as requiring the city to make water main extensions or to furnish service to any person or persons.
