(A) No person shall allow an animal under his or her control to be upon public property or upon the property of another, absent the consent of the owner or occupant of the property, without some device for the removal and containment of such animal's excrement; nor shall any person fail to remove any excrement deposited by any animal under his or her control on public or private property.
(B) This section shall not apply to guide dogs under the control of a blind person.

DOGS AND CATS
For the purpose of this subchapter the following definition shall apply unless the context clearly indicates or requires a different meaning.
DOG. Any member of the canine family.
CAT. Any member of the feline family.
OWNER. Any person having a right of property in a dog or cat and every person who keeps, harbors, or cares for a dog or cat.

It shall be unlawful for any owner of any dog or cat, licensed or unlicensed, to permit the said dog or cat to leave or be beyond the private premises upon which said dog or cat is kept, except when accompanied or controlled by its owner, secured by means of a collar or harness with chain or leash attached thereto and held by said owner, and said owner shall not permit said dog or cat to be present upon any other public property or upon any other private property without the permission of the owner of such other private property.

It shall be the duty of the Chief of Police or designated agents, or the Animal Control Officer to seize and impound all animals found in violation of the provisions of this chapter whether or not the animal be in the possession of the owner and whether or not the animal be licensed. The Animal Control Officer shall transport the animal to the Campbell County Animal Shelter and the animal shall be subject to the regulations of said shelter.

The owner of any animal which has been impounded under the provisions of this chapter may redeem the animal upon the procurement of all vaccinations, compliance with all laws and regulations and payment of all fines, licenses, and fees due under the terms of this chapter, the regulations of the Campbell County Animal Shelter, or state and county law.
