§ 90.15 DEFINITION.
   For the purpose of this subchapter the following definition shall apply unless the context clearly indicates or requires a different meaning.
   DOG. Any member of the canine family.
   CAT. Any member of the feline family.
   OWNER. Any person having a right of property in a dog or cat and every person who keeps, harbors, or cares for a dog or cat.

§ 90.16 DOGS OR CATS AT LARGE.
   It shall be unlawful for any owner of any dog or cat, licensed or unlicensed, to permit the said dog or cat to leave or be beyond the private premises upon which said dog or cat is kept, except when accompanied or controlled by its owner, secured by means of a collar or harness with chain or leash attached thereto and held by said owner, and said owner shall not permit said dog or cat to be present upon any other public property or upon any other private property without the permission of the owner of such other private property.

§ 90.17 NOISE DISTURBANCE.
   It shall be unlawful for any person to possess, harbor or keep any dog or cat that, by its habitual barking, howling, or other act, causes public alarm, annoyance or disturbance.
