No person shall install, repair, replace or enlarge an individual or community sewage disposal system, as defined in the Pennsylvania Sewage Facilities Act, being 35 P.S. §§ 750.1 et seq., or construct any building within the borough in which an individual or community sewage disposal system is to be installed without first obtaining a permit indicating that the site and the plans and specifications of such system are in compliance with the provisions of the Pennsylvania Sewage Facilities Act and the standards adopted pursuant to said Act. Hereinafter in §§ 51.135 through 51.141, the use of the term INSTALL shall include the construction, repair, replacement or enlargement of any such system.
