All applicants shall be required to complete all street, sanitary and public improvements, throughout the subdivision and among the individual lots, specified by the Plat Committee in the approved construction plans and secondary plat, before signature by the Plat Committee unless the applicant has posted a performance bond in conformance with provisions of § 152.025. Such improvements shall be completed to the satisfaction of the city or County Engineer, and the applicant shall dedicate such improvements to the city or county free and clear of all encumbrances.
