§ 72.15 PRIVATE PARKING LOTS.
   (A)   Definition. For the purpose of this section, the following definition shall apply unless the context clearly indicates or requires a different meaning.
   PRIVATE PARKING AREA. Any parking lot constructed or maintained by any church, business establishment, or city agency designed for the purpose of parking any vehicle while conducting business with the establishment.
   (B)   Operator or owner to post sign.
      (1)   It shall be the duty of owners or agents of owners on the premises in a conspicuous location one or more signs reading substantially as follows:
         “Cruising in or congregating and lingering outside of a motor vehicle in unlawful. No unoccupied vehicle may be left on these premises without the consent of the owner and operator, and the established traffic pattern shall not be obstructed.”
      (2)   The owner or operator of such private parking areas may request police assistance in enforcement of this section.
   (C)   Congregation and loitering prohibited. It shall be unlawful for a group of three or more persons to congregate and linger at any location on the premises of a private parking area in a legally parked automobile or motor vehicle. Persons so congregating and lingering shall be guilty of loitering. No person shall continuously drive a motor vehicle onto a private parking area without parking the motor vehicle, unless there is no unoccupied space available on the premises.
   (D)   Vehicles not to be left unoccupied. It shall be unlawful for any person to leave any unoccupied motor vehicle on any parking lot or private parking area and to leave the premises thereof except with the knowledge and consent of the operator of the private parking area.
   (E)   Alcoholic beverage consumption prohibited. It shall be unlawful for any person on the premises of a private parking area, whether in or out of an automobile, to drink any intoxicating beverage.
   (F)   Violation. Violations of this section shall be subject to the jurisdiction of the Ordinance Violations Bureau, see § 36.03.
