(A) All commercial haulers of waste, trash and garbage shall dispose of all waste, trash and garbage that is collected at a facility lawfully operated for such purpose and shall follow all rules, regulations and laws as may apply to same.
(B) Persons placing bags, cans, bins or other receptacle by a street or alley for commercial collection before 5:00 p.m. on the day preceding collection or allowing bags, cans, bins or other receptacles that are not picked up for any reason to remain by a street or alley for private commercial pickup after 7:30 a.m. of the day after collection shall be liable under the city’s nuisance ordinance for allowing them to remain there.
