No telegraph, telephone or messenger company, or any officer, agent, messenger or employee thereof, shall furnish, deliver or communicate to any owner, proprietor, agent or employee of any pool room, maintained, kept, operated or conducted in the city, any message, communication or information to be used at the pool room, concerning any horse race or other races or event on which any money or other thing of value has been wagered in violation of § 113.09(A) of this chapter.
