Any person maintaining a driveway leading from a public street into abutting property shall at all times keep such driveway and sidewalk in connection therewith in good condition and repair and clear and free from all snow, ice, dirt, filth or other obstructions or encumbrances. All snow which may accumulate on such driveway shall be removed from the driveway and from the street abutting the premises for which such driveway is maintained by and at the expense of the person to whom the permit is granted.
