§ 110.01 PURPOSE AND INTENT.
   The city recognizes the need for an inspection program for residential rental properties located within the city in order to ensure all residential rental properties meet minimum standards for the protection of the health and safety of the residents living in such properties, and to provide an efficient system for compelling both absentee and local owners and operators of these properties to correct violations and maintain in proper condition rental properties within the city. The city recognizes that the most efficient system to meet these objectives is the creation of a program requiring the inspection of residential rental properties within the city as defined in this chapter, so that a verification of compliance exists with the Property Maintenance Code of the city.

§ 110.02 DEFINITIONS.
   (A)   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
      BOARDING HOUSE OR BED AND BREAKFAST. A building arranged or used for lodging for compensation, with or without meals, and not occupied as a single-family unit.
      DORMITORY. A building used as a group of living quarters for a student body or religious order as an accessory use to a college, university, boarding school, convent, monastery or similar institutional use.
      FAMILY. Parent, parent-in-law or adult children currently living in the house/building and where there is no net income earned by the owner.
      HOTEL. A facility offering transient lodging accommodation to the general public and which may include additional facilities and services, such as restaurants, meeting rooms, entertainment, personal services and recreational facilities, excluding bed and breakfasts.

§ 110.03 RESIDENTIAL RENTAL REGISTRATION.
   It shall be unlawful for any person, firm or corporation to operate, let or rent to another for occupancy any single residential dwelling or multi-family dwelling unit unless it has been registered with the city’s Code Compliance.
