The Mayor shall appoint, subject to the approval of the City Council, five residents of the city to serve as members of the Board of Airport Commissioners. The initial Board of Airport Commissioners shall have three members who are appointed for three-year terms and two members who shall be appointed for two-year terms. The terms shall commence on the first meeting of the Board of Airport Commissioners and, thereafter, on the date of the first meeting of each year in which the member’s term expires.
