All meetings of Council, as the same are defined by the applicable statutes of the Revised Code of Ohio, shall be open public meetings, and formal action or a vote of Council shall be taken therein. Council may hold an executive session only at a regular or special meeting for the sole purpose of considering those matters which are specifically provided for by the applicable statutes of the Revised Code of Ohio concerning executive sessions of public bodies.
