The Council shall meet at such times and places as may be prescribed by its ordinances, resolutions, rules or by motion, and all such meetings shall be convened and the same shall be conducted in accordance with the applicable statutes of the Revised Code of Ohio concerned with open public meetings and the ordinances and resolutions of the Council which are not in conflict therewith. Regular meetings shall be held at least twice in each calendar month, except that during the months of July and August, the Council may dispense with one (1) or more of its regular meetings so long as a regular Council meeting is held at least once during each of said months.
