10.16.101: OFF-STREET PARKING REQUIRED:
It is hereby found and declared that excessive street parking of motor vehicles in the City and the lack of adequate off-street parking facilities creates congestion, obstructs the free circulation of traffic, diminishes property values and endangers the health, safety and welfare of the citizens of the City. The provision of proper off-street parking facilities are necessary to alleviate conditions and to promote the public health, safety and welfare, and the same are found and declared to be a public purpose and in the public interest. 10.16.102: POWER TO ACQUIRE AND REGULATE:
The City is empowered to construct, condemn and purchase, acquire, lease, add to, maintain, conduct and operate off-street parking facilities for the parking of automobiles and other vehicles, in whole or in part consisting of lots, garages or other structures that may be upon, above, or under the surface, and everything required and accessory, for terms and upon conditions as the City Council shall deem necessary and proper for the use and benefit of the public, and the same, when constructed and placed in operation, shall be deemed a public street or highway for all purposes and subject to all laws and ordinances relating to the use of same, except as otherwise provided.
