The City shall not be liable to any person for the negligent operation of any automobile upon a City owned parking lot or structure, but shall be liable only for its own negligence or the negligence of its employees in the operation and maintenance of the or structure and its appurtenances. The City shall not be liable for damages or injury sustained on a City owned parking lot or structure, unless the injured person or the owner of the property so damaged shall notify the Police Department immediately by the quickest means of communication, stating the time, place, circumstances and extent of damage.
