It is hereby found and declared that excessive street parking of motor vehicles in the City and the lack of adequate off-street parking facilities creates congestion, obstructs the free circulation of traffic, diminishes property values and endangers the health, safety and welfare of the citizens of the City. The provision of proper off-street parking facilities are necessary to alleviate conditions and to promote the public health, safety and welfare, and the same are found and declared to be a public purpose and in the public interest.
