6-2-4 LOAD AND WEIGHT RESTRICTIONS.
   1.   Temporary Embargo. If the Council declares an embargo when it appears by reason of deterioration, rain, snow, or other climatic conditions that certain streets will be seriously damaged or destroyed by vehicles weighing in excess of an amount specified by the signs, no such vehicles shall be operated on streets so designated by such signs.

   2.   Permits for Excess Size and Weight. The Director of Public Works may, upon application and good cause being shown therefor, issue a special permit in writing authorizing the applicant to operate or move a vehicle or combination of vehicles of a size or weight or load exceeding the maximum specified by State law or the City over those streets or bridges named in the permit which are under the jurisdiction of the City and for which the City is responsible for maintenance. A fee shall be paid by the applicant for the permit, with the amount of the fee determined in accordance with an established fee schedule, which fee schedule may be modified from time to time with the approval of the Council. Immediately upon issuing such permit, the Director of Public Works shall notify the Police Chief.

   3.   Truck Traffic Prohibited:
      A.   When signs are erected giving notice thereof, no person shall operate any motor truck licensed to carry more than 10 tons upon any of the following streets or parts of streets:

      B.   The Council may, by motion, grant special permission allowing a person to operate motor trucks where prohibited by Subsection 3A of this section for a period of not more than one year per request, provided the person establishes each of the following:
         (1)   Denial of special permission for such usage would prohibit all motor truck access to the person's real property.
         (2)   Denial of special permission for such usage would create an unreasonable hardship to the person and the person's real property.
   4.   Load Limits On Bridges. Where it has been determined that any City bridge has a capacity less than the maximum permitted on the streets of the City, or on the street serving the bridge, the Director of Public Works may cause to be posted and maintained signs on said bridge and at suitable distances ahead of the entrances thereof to warn drivers of such maximum load limits, and no person shall drive a vehicle weighing, loaded or unloaded, upon said bridge in excess of such posted limit.

   5.   Truck Routes. Truck route regulations are established as follows:
      A.   Definitions. For use in this subsection, the following terms are defined:
         (1)   “Light delivery truck,” “panel delivery truck,” “delivery truck,” or “pickup truck” means any motor vehicle designed to carry not more than 2,000 pounds of merchandise or freight of any kind.

         (2)   “Motor truck” means every motor vehicle designed primarily for carrying livestock, merchandise, freight of every kind, or over nine persons as passengers, except light delivery trucks, panel delivery trucks, delivery trucks, and pickup trucks.

      B.   Truck Routes Designated. Motor trucks, as defined in Subsection (5)(A)(2) of this section, having no fixed terminal within the City or making no scheduled or definite stops within the City for the purpose of loading or unloading shall travel over or upon the following streets within the City and none other:

         (1)   Hickman Road.
         (2)   Interstate 35/80 from the south corporate limits to the north corporate limits.
         (3)   University Avenue.
         (4)   University Boulevard.
         (5)   N.W. 86th Street.
      C.   Deliveries Off Truck Route. Any “motor truck,” as defined in Subsection (5)(A)(2) of this section, having a fixed terminal, making a scheduled or definite stop within the City for the purpose of loading or unloading, shall proceed over or upon the designated routes set out in this section to the nearest point of its scheduled or definite stop and shall proceed thereto, load or unload and return, by the most direct route, to its point of departure from said designated route.

      D.   Employer’s Responsibility. The owner, or any other person, employing or otherwise directing the driver of any motor truck shall not require or knowingly permit the operation of such vehicle upon a street in any manner contrary to this section.

      E.   Exceptions. The provisions of this section do not apply to fire apparatus, school buses, and other motor vehicles owned and operated by a governmental agency, road machinery, implements of husbandry temporarily moved upon a highway, or to a vehicle operated under the terms of a special permit issued as provided in this title.
6-2-5 VEHICLES ON SIDEWALKS.
   The driver of a vehicle shall not drive upon or within any sidewalk area except at a driveway.
6-2-6 CLINGING TO VEHICLE.
   No person shall drive a motor vehicle on the streets of the City unless all passengers of said vehicle are inside the vehicle in the place intended for their accommodation. No person riding upon any bicycle, coaster, roller skates, in-line skates, sled, or toy vehicle shall attach the same or themselves to any vehicle upon a roadway.
6-2-7 QUIET ZONES.
   Whenever authorized signs are erected indicating a quiet zone, no person operating a motor vehicle within any such zone shall sound the horn or other warning device of such vehicle except in an emergency.
6-2-8 ELUDING OR ATTEMPTING TO ELUDE PURSUING LAW ENFORCEMENT VEHICLE.
   It is unlawful for the driver of a motor vehicle to willfully fail to bring the motor vehicle to a stop or otherwise elude or attempt to elude a marked or unmarked official law enforcement vehicle driven by a police officer after being given a visual and audible signal to stop. The signal given by the police officer shall be by flashing red light, or by flashing red and blue lights, and siren.
6-2-9 EXCESSIVE TIRE NOISE.
   No person shall skid, slide, or spin the tires of the motor vehicle which said person is operating so as to cause the emission of excessive or unusual noise when the same is not necessary for the safe operation of the vehicle
6-2-10 OBSTRUCTING VIEW AT INTERSECTIONS.
   It is unlawful to allow any tree, hedge, billboard, or other object to obstruct the view of an intersection by preventing persons from having a clear view of traffic approaching the intersection from cross streets. Any such obstruction is deemed a nuisance and in addition to the standard penalty may be abated in the manner provided by Title 5 Chapter 6 of this Code.
