6-2-1 VIOLATION OF STATUTES ADOPTED BY REFERENCE.
   Any person who willfully fails or refuses to comply with any lawful order of a police officer or direction of a Fire Department officer during a fire, or who fails to abide by the applicable provisions of the following State statutory laws relating to motor vehicles and the statutory law of the road is in violation of this section. These sections of the Code of Iowa are adopted by reference and are as follows:

6-2-2 SPEED REGULATIONS.
   1.   General. Every driver of a motor vehicle on a street shall drive the same at a careful and prudent speed not greater than nor less than is reasonable and proper, having due regard to the traffic, surface, and width of the street and of any other conditions then existing, and no person shall drive a vehicle on any street at a speed greater than will permit said driver to bring it to a stop within the assured clear distance ahead, such driver having the right to assume, however, that all persons using said street will observe the law.
   2.   State Code Speed Limits. The following speed limits are established in Section 321.285 of the Code of Iowa, and any speed in excess thereof is unlawful unless specifically designated otherwise in this chapter as a special speed zone:
      A.   Business District, 20 MPH.
      B.   Residence or school district, 25 MPH
      C.   Suburban district, 45 MPH.
   3.   Cemeteries and Parking Lots. A speed in excess of 15 MPH in any cemetery or parking lot, unless specifically designated otherwise in this chapter, is unlawful.
   4.   Special Speed Restrictions. In accordance with requirements of the Iowa Department of Transportation, or whenever the Council shall determine upon the basis of an engineering and traffic investigation that any speed limit listed in Subsection 2 of this section is greater or less than is reasonable or safe under the conditions found to exist at any intersection or other place or upon any part of the City street system, the Council shall determine and adopt by ordinance such higher or lower speed limit as it deems reasonable and safe at such location. The following special speed zones have been established:
      A.   Special 20 Miles MPH Zones. A speed in excess of 20 MPH is unlawful on any of the following designated streets or parts thereof:
         (1)   Streets within City parks.
      B.   Special 25 MPH Zones. A speed in excess of 25 MPH is unlawful on any of the following designated streets or parts thereof:
         (1)   Campus Drive.
         (2)   Clark Street, from the east boundary line of N.W. 114th Street to the east boundary line of Cownie Park Plat, an official Auditor’s plat, located in and forming a part of the City.
         (3)   Forest Avenue, from the west boundary line of N.W. 114th Street to the most westerly point thereof lying east of Interstate I-35/I-80.
         (4)   N.W. 114th Street, from the south boundary line of Hickman Road south to a point located 500 feet south of the south end of the bridge over Walnut Creek.
      C.   Special 25 MPH School Zones. A speed in excess of 25 MPH is unlawful on any of the following designated streets or parts thereof during the designated school speed limit hours as designated by flashing amber lights and warning signs:
         (1)   Douglas Parkway, from 200 feet west of the Berkshire Parkway east to corporate limits.
      D.   Special 30 MPH Speed Zones. A speed in excess of 30 MPH is unlawful on any of the following designated streets or parts thereof:
         (2)   N.W. 86th Street, from the south line of University Boulevard to south line of Hickman Road.
         (1)   Swanson Boulevard, from the west line of N.W. 86th Street west to a point located at the west property line of 9289 Swanson Boulevard and Swanson Boulevard.
      E.   Special 35 MPH Speed Zones. A speed in excess of 35 MPH is unlawful on any of the following designated streets or parts thereof:
         (1)   Alice’s Road, from 280th Street north to a point two-tenths of a mile south of Meredith Drive.
         (2)   Douglas Parkway, from east corporate limits to west corporate limits.
         (3)   Hickman Frontage Road, from the east line of N.W. 111th Street to the west line of N.W. 108th Street.
         (4)   N.W. 86th Street, from the south corporate limits to the south line of University Boulevard.
         (5)   N.W. 100th Street, from the south corporate limits to the north corporate limits.
         (6)   N.W. 114th Street, from the south boundary line of Interstate Investment Subdivision, an official plat, located in and forming a part of the City to the north boundary line of University Avenue.
         (7)   N.W. 128th Street, from the south corporate limits to the north corporate limits.
         (8)   N.W. 142nd Street.
         (9)   N.W. 156th Street, from the south corporate limits north to the north corporate limits.
         (10)   Polk County, to the north boundary line of University Avenue.
         (11)   Swanson Boulevard, from the east line of N.W. 100th Street east to a point located at the west property line of 9289 Swanson Boulevard and Swanson Boulevard.
         (12)   University Avenue, from the east corporate limits to a point located 700 feet west of the intersection with the southbound exit ramp of Interstate I-35/I-80.
         (13)   University Boulevard, from the eastern terminus thereof west to the east line of N.W. 86th Street.
      F.   Special 40 MPH Speed Zones. Based upon State Department of Transportation study and recommendation, a speed in excess of 40 miles per hour is unlawful on any of the following designated streets or parts thereof:
         (1)   Hickman Road from a point located 1,300 feet west of the intersection with N.W. 86th Street to the east corporate limits.
      G.   Special 45 MPH Speed Zones. Based upon State Department of Transportation study and recommendation, a speed in excess of 45 MPH is unlawful on any of the following designated streets or parts thereof:
         (1)   Hickman Road or U.S. Highway 6 from a point located 565 feet west of the intersection with N.W. 128th Street east to a point located 250 feet west of the intersection with N.W. 111th Street.
         (2)   Hickman Road or U.S. Highway 6 from a point located 650 feet west of the intersection with N.W. 100th Street to a point located 1,300 feet west of the intersection with N.W. 86th Street.
      H.   Special 50 MPH Speed Zones. Based upon State Department of Transportation study and recommendation, a speed in excess of 50 miles per hour is unlawful on any of the following designated streets or parts thereof:
         (1)   Hickman Road, also known as U.S. Highway 6 from a point located 250 feet west of the intersection with N.W. 111th Street east to a point located 650 feet west of the intersection with N.W. 100th Street.
         (2)   Hickman Road, also known as U.S. Highway 6 from a point located 565 feet west of the intersection with N.W. 128th Street west to the west corporate limits.
      I.   Special 65 MPH Speed Zones. A speed in excess of 65 MPH is unlawful on any of the following designated streets or parts thereof:
         (1)   Interstate I-35/I-80 from the south corporate limits to the north corporate limits.
   5.   Minimum Speed. No person shall drive a motor vehicle at such a slow speed as to impede or block the normal and reasonable movement of traffic, except when reduced speed is necessary for safe operation, or in compliance with law.
