(C) Any person, firm or corporation violating the provisions of § 71.02 shall be guilty of a Class C infraction.

(D) (1) Any person violating the terms of § 71.03 may be fined in the sum of not less than $5 nor more than $100.
(2) In addition to the foregoing penalties, any police officer, upon discovering any such vehicle so parked or stopped in violation of § 71.03, may remove such vehicle or cause the same to be removed to any private garage or place so authorized by the Common Council where such vehicle shall be impounded and retained and shall be released paying the reasonable charges of such removal.
