No event at any rental hall shall take place until the owner of the rental hall or his or her agent has received a permit for the specific event from the Chief of Police. Application for the permit shall be made to the Chief of Police in writing at least ten (10) calendar days in advance of the event. The application shall disclose the date and nature of the event, the commencement and closing hours, security provisions and the number of people anticipated to be in attendance.
