No rental hall license shall be issued until the Mayor or designee causes an investigation of the premises to be made and determines that it complies with all health, fire, and other applicable City ordinances, that it is properly ventilated and supplied with adequate toilet facilities, and that it is a safe and sanitary place for the purpose for which it is to be used.
