No person shall operate any rental hall until the premises shall be first duly licensed for that purpose. The owner of a rental hall shall apply to the Mayor or designee for a license on a form which shall be furnished by the Mayor or designee. Upon the approval of the license, the applicant shall pay the Director of Finance an annual "rental hall" license fee of twenty-five dollars ($25.00). Such license shall be for a period of one (1) year.
