The following term as used in this chapter shall have the meaning ascribed to it in this section:
"Rental hall" means any auditorium, hall, public dance hall, academy, room, place, restaurant or night club the primary use of which is to be rented for a fee to any person for public or private parties, wedding receptions, talent shows, concerts or other gatherings or functions.
